中国国际贸易促进委员会南阳市支会（简称南阳市贸促会），同时使用中国国际商会南阳商会（简称南阳国际商会）的名称，作为其分支机构，受南阳市人民政府和河南省贸促会（河南国际商会）双重领导，由南阳经贸界有代表性的人士、企业和团体组成的南阳对外经济贸易中介组织和地方民间商务代表机构。其宗旨是：依照中华人民共和国的法律、法规和政策，参照国际惯例，开展促进对外贸易、利用外资、引进外国先进技术及各种形式的中外经济技术合作等活动，充分利用民间渠道优势和地方商会的服务、协调、桥梁、纽带职能，为本市会员企业提供优质高效服务，促进南阳同世界各国、各地区之间的贸易和经济关系的发展，增进南阳同世界各国人民及经济贸易界的相互了解与友谊。
南阳市贸促会（南阳国际商会）本着优质、高效的原则可为会员提供下列服务：
一、信息咨询服务。 开展经济贸易信息的搜集、整理、传递和发布工作，通过国内外贸促信息网络，向会员企业提供贸易和经济技术合资合作方面的信息、咨询和资信调查等各类服务，为会员企业牵线搭桥，介绍合作对象，寻求贸易机会。
二、出国、出境服务。 代办出国、出境手续，为各有关单位出国或赴港澳开展进出口贸易、招商引资、考察、洽谈、推销、参展、劳务、旅游、设备安装等提供全程服务。包括办理国外邀请函、出国（出境）任务披件、政审、安全教育、出国护照、签证和机票等。凡经贸出国、出境团组及人员均可向支会提出申请。
三、出国劳务服务。 常年选招外派出国远洋船员、豪华油轮服务员、中餐厨师、酒店服务员、护士、缝纫工和其它陆地劳务人员。
四、出展来展服务。 组织会员企业参加国家和省贸促会每年在国内外举办的各类展（博）览会及临时性的各类出国活动；定期不定期组成南阳国际商会代表团，组织会员企业出国进行招商引资、商务考察、贸易洽谈、产品推销，引导企业到国际市场见世面、交朋友、洽谈、成交、引进，使更多企业走出国门，走向世界。
五、出证认证服务。 （一）出证业务：为自营进出口企业和外商投资企业出具《中华人民共和国出口货物原产地证明书》即一般原产地证。 （二）认证业务：签发和认证对外贸易和海上货运业务的有关文件和单证。（三）国际商事证明业务：可为企业代办国际商事证明书业务和人力不可抗拒证明。（四）领事认证业务：为企业代办需到外国驻华使、领馆办理的有关涉外商贸文件和单证的领事认证业务。（五）ATA单证册业务：为到国外从事国际间贸易、教育、科学技术、文化体育交流活动的公司、企业、机构和专业人士代办ATA单证册，并对其提供担保服务。
六、经贸仲裁和调解服务。 可代为受理涉外经贸纠纷案件，凡我市涉外的经贸纠纷、涉及港、澳、台地区的经贸纠纷及外商投资企业之间、外商投资企业与其它企业、组织、个人之间的经贸纠纷以及其它由于利用外国资金、技术、服务而引起的涉外经贸纠纷等均可向支会提出申请，由支会上报河南调解中心和中国国际经济贸易仲裁委员会，用仲裁和调节的方式解决各类经贸纠纷。
七、商标、专利代理服务。 接受委托人委托，代理市内企业和个人在国内外或外国企业和个人在中国的专利申请和商标注册业务，并提供知识产权咨询、争议解决等法律服务。
八、商务培训服务。 组织企业参加中国贸促会（中国国际商会）每年在国内外举办的各类涉外业务培训活动；组织企业参加省、市贸促会（国际商会）举办的中短期经贸、WTO知识、中英文函电、出证认证、国际商事证明、ATA单证册和涉外法律业务培训班，为企业吸收、引进、培训专业人才。
南阳市贸促会（南阳国际商会）实行会员制。凡本市拥有自营进出口权的各类企业包括（外商投资企业、乡镇企业、个体私营企业）及有关团体均可入会。入会应填写“会员登记表”和“联络员登记表”，报支会审核确认后，吸收为正式会员，颁发会员证书，同时按规定缴纳会费（每年大型企业1000元，中型企业500元，小型企业300元）。会员可参加贸促会的有关活动，可优先得到贸促会提供的服务并实行优惠。
服务程序：
1、委托单位或个人向南阳市贸促会（南阳国际商会）提请需要服务的项目，重大事项、委托办理事项可呈报委托书。
2、南阳市贸促会（南阳国际商会）按照服务项目，属于咨询服务的，能当场答复的当场答复，当时不能答复的，经请示后三日内答复；属于委托办理事项的，按照具体事项的程序办理，并将承办结果及时告知委托单位或个人。
3、未能完成或无法完成的项目要及时告知委托单位并说明原因。
4、根据咨询服务、承办项目不同，按照规定合理收取服务费用，对会员实行优惠。
目前，我国已经加入世贸组织，南阳市贸促会（南阳国际商会）愿以自身涉外商务职能优势，竭诚为我市外经贸企业和工商业界提供优质高效服务，为南阳开放型经济的发展做出新的更大贡献！
China Council for the promotion of International Trade，Nanyang branch council（CCPIT-Nanyang） which uses the name China Chamber of International Commerce Nanyang branch council（CCOIC Nanyang）is leaded by
Nanyang Government and CCPIT-HENAN（CCOIC-HENAN）.It is a non-governmental organization dealing with foreign-related economy and trade consisting of representative persons, enterprises and organizations of Nanyang. It aims at
operating and promoting foreign trade,promoting use of foreign
funds, introducing foreign advanced technologies and promoting economic and technological cooperation
of various forms between China and foreign countries. Take
advantage of non-governmental channels and the service of local chamber of
commerce to promote the development of economic and trade relation between
China and other countries and regions around the world, promote the understanding and friendship between NanYang and other countries' people and economic and trade circles ,in line with law and government policies of the
People's Republic of China and international practice.
CCPIT Nanyang branch and CCOIC Nanyang branch provide the best service by the principal of high efficiency:
1,Information Consulting. To collect, sort out,
relay and release economic and trade information. Through the information webs of home and abroad it provides the information, consultation and
investigation of economical cooperation and joint venture of trade and economical
technology to the membership enterprises. To introduce cooperators and look for the business opportunities for them.
2,Going abroad. To transacts the procedure of going abroad and offers the whole service for the
related enterprises going abroad , Hong Kong or Macao to develop import or export trade, attract investment, investigation, negotiation, promoting sales, exhibition, labor, traveling and equipment installation, including handling the foreign invitation, the documents of going abroad, political censoring, security education, passport, visa and airplane tickets. All the groups or individuals abroad of economic and trade can apply to the branch chamber.
3,Labor. To employ and send the following kind of persons to go abroad: sailor, waiter in luxury ship, Chinese meal chef, waiter of hotels, nurse, sewing man and other kind of labors.
4,Exhibition. To organize the membership enterprises to participate
all sorts of exhibitions or expositions held annually by CCPIT or provincial ones and
participate temporary activities of going abroad;To organize regularly or irregularly CCIOC-Nanyang delegation and
let membership enterprises attract investment, investigate business, negotiate, promote sales abroad.
To guide enterprises to international market and make friends, negotiating, clinching deals, introducing technology
and help more enterprises to go out of China and into the world.
5,Certification & Legalization 1) Certification:
To issue the certificate of origin of export commodities of the People's Republic of China (Certificate of Origin) for the enterprises of
self-operating import and export and foreign-owned enterprises.2) Legalization:
To issue and legalize the documents on foreign trade and shipping certificates.3) International business affairs certificate:
To handle the certificates of international business affairs and
force majeure for enterprises. 4) Consul Legalization: To help handle the legalization of foreign trade documents and bills, which should be handled in embassy or consulate. 5) ATA certificate:
To handle the ATA certificate for the companies, enterprises, organizations and professionals to undertake the international trade, education, science and technology and communication of culture and sports and offer the assurance.
6, Arbitration and Conciliation. To accept disputes over foreign-related economy and trade. Any economy and trade disputes over foreign countries, Hong Kong, Macao and Taiwan or between the foreign enterprises,
the disputes between foreign enterprises and other enterprises, organizations and individuals or the cases involving foreign country's investment, technology and service can be applied to the branch chambers and
are reported to "Henan Conciliation Center" and China international economic and trade arbitration committee to solve by arbitrating and Conciliating.
7, Patent and Trademark agent. To act as agent for patent applications and trademark registrations at home and
abroad; To provide knowledge property rights consultation, disputes
solution and laws service.
8, To organize enterprises to participate all sorts of foreign trade training activities held annually by CCPIT (CCOIC) at home or abroad; and participate the mid or short-term training classes which is held by province or city CCPIT (CCOIC), on trade, WTO, Chinese and English letters, Certification & Legalization, international business affairs certificate, ATA certificate and laws, and attract
,introduce and train the professional talents.
CCPIT-Nanyang (CCOIC-Nanyang) is organized by membership. All sorts of enterprises enjoying the right of self-operated export, including foreign enterprises, township enterprises and individual enterprises and groups can join the chamber. To apply the membership the registration form and liaison form should be filled
in firstly. After the affirmance of the branch chamber,applicant enterprises become the members and
are issued the membership certificate. The member enterprises pay for their footing
according to the rules (large-scale enterprises 1000 Yuan per
year,mid-scale 500 Yuan per year and small-scale 300 Yuan per year). Membership enterprises can participate the activities held by CCPIT and enjoy preferential service.
Process:
1, To entrust the enterprises or individuals to apply the
service contents to CCPIT-Nanyang(CCOIT-Nanyang). The important issues and commitment should submit a power of attorney.
2, CCPIT-Nanyang (CCOIC-Nanyang) will reply the consultation as soon as possible, if it can not
be replied immediately it will be replied in three days after instruction. The commitment will be handled in term of procedures and the consignors will get the result soon.
3, The projects which unfinished or cannot be finished will let the consignors know as soon as possible and tell the reasons.
4, To get the reasonable service fees according to the different consultation and projects and give the priority to member enterprises.
China has entered WTO, CCPIT-Nanyang (CCOIC-Nanyang)
is willing to offer the efficient service to foreign trade enterprises,
industry and business circles of Nanyang with the advantage of foreign business and contribute to the opening economy development of Nanyang .
